Repeated busy cursor

I am using Windows 10 and am running the Adobe Creative Suite 2017.

Anytime I use Dreamweaver or Photoshop, the cursor changes to the busy state briefly every 5 seconds or so, and continues doing so until the program is closed. It doesn't affect the functionality of the software but has become incredibly obnoxious. Even when I'm not in the program in question, so long as it remains open, the cursor will repeatedly do this. Does anyone know what is causing this and how to permanently disable it? Any help would be appreciated. Thanks.
