Rotate Tool does not work

Hi, 

I have not been able to use the rotate tool in PS for months. I updated to V 24.1 and it still does not work. I rely on the tool heavily so I have stopped using PS all together. I am now using Autodesk Sketchbook just so I can rotate the canvas, which is silly. I have read prior posts about this issue and have not been able to solve the issue with the suggestions. I am running Windows 10 on a newer Dell laptop. See attached image for performance setting and graphics card. Does anyone have an idea what the issue is?

Let's make sure we're in a default state and there are no stale settings somewhere: 

Restore your preferences using this manual method:  

https://helpx.adobe.com/photoshop/using/preferences.html#Manually  

Does it work correctly? 

If that doesn't solve it, you can quit Photoshop and put the Settings folder back. 

It may help if we could see your Photoshop System Info. Launch Photoshop, and select Help >System Info...and copy/paste the text in a reply.

I restored the preferences using the manual method and it fixed the problem. But after I reloaded my saved workspace the rotate tool would not work.

Hi @J_ID  thank you for the update. It sounds like something is corrupt in your workspace prefs and we would recommmend again doing a manual prefs install and NOT bringing in anything from the old prefs.

Ok, I redid the manual prefs install and rebuilt the workspace from scratch and it fixed the problem. Thank you so much!!

Ok, so it looks like the rotate tool has failed again, despite doing the manual pref install and rebuilding the workspace. I am also using a cintiq pro 24 tablet with an EK remote programed with photoshop hot keys.

I have had a similar problem with the rotate tool on PS 2023.  I did all the preference rebuilds as you did with no luck. All is okay if I work on 2022 version.  Did you ever get a fix?

Hi!

I'm running Photoshop on iMac (Ventura 13.6.3) and have had the same issue for a few weeks. I resolved the problem by going to Photoshop Settings>Performance and unchecking the Multithreaded compositing box. Let me know if this works for anyone else.
