Rotate View Action-Shortcut Help

Hi All,

I need to assign a shortcut key to rotating my view in 15 degrees both counter and clockwise.

Actions does not record the Rotate View (R) and putting +15.

Is there a way to do this? Via script perhaps?

Additional context:
I'm an illustrator and I'm using an external Keypad with a dial. I want to use the dial to rotate the view in Photoshop. To do this, I need to assign a key for each rotation click in either direction (each click is 15 degrees) in the app of the Keypad. I wanted to assign F8 and F9 and use actions in Photoshop to rotate the view.
