Try pressing Shift as you rotate. You can also type in a specific amount: Image > Image Amount > Arbitrary.
I apologize, I worded the question incorrectly.
I didn’t mean rotating the actual image but the View, as with the Rotate View Tool.

F13 seems to be only on some extended keyboards.
At times I have wanted to use extended keys on a smaller keyboard, and achieved it by using a third party shortcut/macro utility that can be set up to send any key press for a shortcut or gesture, including key presses not available on the current keyboard. You might be able to do this if you use a mouse or stylus with extra buttons or wheels you can program.
If you have a Wacom tablet with a Touch Ring, and you set it up for Photoshop-specific shortcuts, set the Touch Ring to Rotate and the wheel will rotate the canvas in both directions. If you have a tablet that does not have a ring but does have macro keys, you can try using the tablet software to assign a keystroke not available on your keyboard, typing that in using a virtual keyboard like the one I talk about at the end.
However… I was not able to figure out the keyboard shortcut for counter-clockwise rotation.
macOS: If you want to enter F13–F15 or any other key that is not on the keyboard you have, in this case to set up a gesture or shortcut that triggers that key, open the macOS Keyboard Viewer, add a custom panel for the Large keyboard for your region, and switch to it. You can now enter any key combination on that virtual keyboard.
Where did you hear that the shortcut exists?
I noticed it when I misclicked some custom shortcut.
I suspected I might have assigned it to some Script and forgotten about it, but it doesn’t turn up in the Keyboard Shortcuts Summary so I concluded it would be a default shortcut.
It is a default shortcut! (see the alert at the bottom of the screenshot)
