I would like to select 2 levels
the one selected and the one below.

Why do you mislead us calling it levels, not layers?

Hello, in scripting, or for an action?

For the latter, select layer below should be done with the shortcut: Option-Shift-[ (Mac) or Alt+Shift+[ (PC) to select layers below
