Also not working for me. I don't know why adobe is always having this issue. Ive used two computers and this issue is still present in many versions of Photoshop. I don't understand why they never fix this issue!

I have this issue also. The only work around I've been able to find is if you open up the clone source tab. Highlight the rotation box and then you can use the up and down arrows to increse/decrease that number thus rotating the selection. It's not ideal but in the absence of a proper solution I'm having to make do.

Wait, just found a video that explains it (for me at least). I mistook the < > to mean the arrow keys. It's not! It's the greater than/less than keys. Annoyin!

I can not reproduce on Windows. Do you use English keyboard shortcut, ensure that before anything else. If nothing else helps try with preference reset what is general advice for all things weird in Photoshop Preferences in Photoshop
