Due to new features being added, the keyboard shortcuts for some things were changed in the latest version of Photoshop. I think this might be what you are running in to. But remember, you can always change the shortcuts to whatever you want them to be. Just go to the Edit dropdown menu and click on Keyboard Shortcuts.

I've just come across this while searching for a similar problem with my French laptop with an AZERTY keyboard.  On my main   QWERTY PC I can change the position of a layer using Ctrl and the [ and ] bracket keys.  This doesn't work on my French laptop.  To get at the bracket keys on my laptop I have to hold down the AltGr key, so the key press for left square bracket is Ctrl + AltGr + [  .  This gives the correct symbol in, say, Notepad, but PS doesn't recognise it .
In addition if you go to the shortcuts menu and try to enter Ctrl + AltGr + [  what appears in the PS shortcut box is Ctrl + AltGr + (  .  i.e you get the left round bracket, not the square one.  So there appears to be some coding error in PS.  I don't know if this is related to the way you access symbols on certain laptops or whether it's to do with the French keyboard layout.
The only answer I found was to try to program the shortcut keys as I thought they should be then ignore what Adobe showed in he box.

The problem I have with changing the shortcuts in the Application menu .. sure I can but in Camera Raw we can't change the shortcuts which means brush increase / decrease won't function. There is no eassy access to brackets in AZERTY layout. Unless there is a way to. change the CAMERA RAW tools shortcuts.

The answer to any problems with shortcuts may lie in the technology you use
rather than the Adobe software itself.

For example, I have a two button Logitech mouse with a clickable centre
wheel. I have used the mouse software to change the settings, so when I
click the centre wheel it sends Ctrl+T to the computer.

If you have a more sophisticated mouse, such as a gaming mouse, with
multiple buttons, then you can probably set them to emulate any Photoshop
shortcut that you desire.

Another answer is a piece of software called VoiceAttack. It's fairly cheap
(around the 10 euro mark I believe). This enables you to talk to your
computer. It recognises what you say and sends the key commands associated
with the phrase you used. For example I can say << full screen >> and it
sends Ctrl+0 to the computer - because I set it up that way.

If you're reasonably good with computers it should take about an hour to set
up, and you can add extra commands as you go. You can also define profiles
so you can use it with other software such as games and MS Office. ( I
bought mine originally to play Elite Dangerous)

One tip - in my experience it's not good at recognising single short word
commands. So 'flip image' works - 'flip' doesn't. (it might be my Welsh
accent ? )

Your third option is to set up a function key to run an action in Photoshop.
For example on my Photoshop PC the F10 key flips the layer
(Edit>Transform>Flip Horizontal).

I combine this with option 2 so I can tell VoiceAttack to 'flip image' and
it calls the F10 key which runs the action.

I hope that helps - there's probably other software that will convert voice
to PC commands. This is just the stuff I use to make life easier and speed
up the workflow (and I'm lazy !!)

Interesting!
I appreciate the suggestions you've provided, but unfortunately, they don't address the specific issue I'm facing regarding the adjustment of Camera Raw Brush size using an AZERTY keyboard layout. To provide more context, I'm aiming to configure hotkeys on my Streamdeck XL – one for increasing the brush size and another for decreasing it. The default shortcuts for this function involve using the open and close brackets ([, ]) on a QWERTY layout. However, complications arise due to the AZERTY French keyboard layout, where brackets require the use of an ALTGR modifier. Regrettably, Photoshop doesn't seem to recognize this modifier when assigning shortcuts, further complicating the situation. The challenge lies in the predefined nature of Camera Raw's tools and shortcuts, leaving users with limited options for customization in alignment with alternative keyboard layouts like AZERTY.

It doesn't use the square brackets to adjust brush size
It uses the colon and the exclamation mark. Presumably because they're next
to each other.

At least mine does.
Check it out in the Photoshop shortcuts settings.

Window>Workspace>Keyboard Shortcuts and Menus.
Choose 'Tools' in the dropdown and scroll down

Yeah that could still be assigned in the Main Photoshop on PC no Problem but on MAC it's different story. ANd Camera Raw Brush Size shortcuts cannot be rebind or re assigned. It is set by default in Photoshop as [ ] in which Photoshop doesnt recognize ([ and ]) in the AZERTY Layout. Yes It can generate that Character in any Wordpress or notepad by pressing ALTGR+5 and ALTGR+0 but Photoshop doesnt seem to respond to ALTGR.

In Camera Raw on my Windows laptop the key to increase brush size is the
little roof (circumflex ? ) to the right of the P key. Not the one on the
number 9 key.
To reduce the brush size mine uses the right hand square bracket key (
without modifiers such as shift or AltGr } just above and slightly to the
left.

I must admit that this is all a bit confusing - because according to Adobe
these are the keys for MacOS - not Windows.
Maybe they got them the wrong way around ??

Anyway here's the page (in French) that gives the default shortcuts -
updated by Adobe 18th Aug 2023 (allegedly).

I'm particularly interested in adjusting the brush size for Camera Raw, specifically not the main brush adjustment tool.

It seems that the default shortcut for changing brush size in Photoshop is still the bracket keys. However, this might be an issue for Azerty keyboards as they might not be recognized in Photoshop. Unfortunately, it appears that there's no straightforward way to change the default shortcut for the Camera Raw dialog box. I've noticed that on Windows, the default shortcut is the caret ) and ^ but this doesn't serve the same function on a Mac. It's a bit frustrating.

LATEST
* According to the Adobe document I read in French the default for
brush size in Camera Raw (AZERTY keyboard) is the caret and the right hand
square bracket symbol.
These keys are different to the default for brush size in the main app.
Also note that the webpage is different to the downloadable PDF which is an
English QWERTY doc and not relevant.

Here’s where it gets confusing.
On the webpage Adobe say these are the defaults for MacOS, but they actually
work on my Windows lap top.
These keys are different to the default for brush size in the main app.
Unlike QWERTY where the same keys work for both.

They say the Windows shortcuts for brush size in Camera Raw are the comma
and the semi-colon.
Perhaps they got them the wrong way around. Try the Windows keys on your
Mac.
i.e. try comma and semicolon in the Camera Raw window on your Mac and see if
that works for you.

You cannot use the square brackets for a Tools shortcut on AZERTY because
the shortcuts are all single entry keystrokes..
You cannot have a multiple entry like AltGr + ]
This is why they are different on AZERTY.
They cannot therefore be an AZERTY default setting. It’s impossible.

I would point out that my French laptop, with its AZERTY keyboard, actually
runs Windows in French. If you’re running Windows in English using an
AZERTY keyboard there may be a keystroke mapping problem – just a thought.

There have been some updates to the Camera Raw stuff. I would check that
you’re using the latest versions.

If it still doesn’t work for you I would go directly to Adobe support.
Refer to the link below and say you think it’s wrong.
I would go to the French site as they will know about your keyboard.
Téléphone : <> 01-71-23-01-96
Courriel : french-custserv@adobe.com.
Site web : <>
https://www.contact-telephone.com/adobe/

Best of luck – don’t give up, the answer must be there somewhere. There are
thousands of designers in France using AZERTY keyboards
