Sorry, an error occured (Import Video Frames to Layers)

Just last night, Photoshop was working wonderfully. Once I was done with the project I was working on, I updated the app (latest version, 24.3) and shut my laptop down. This morning I wanted to work on a new project, which entailed that I would be using the "Import < Video Frames to Layers," which I frequently do with no issue. Once I picked the file I was going to use for import, it hung for about 2 seconds and then I received a pop-up specifying that an error had occured. I clicked "Send Report" and received another pop-up that there was a workaround to fix this issue. I was redirected to the contents of this link right here:

I followed every single instruction, restarted my laptop and opened up photoshop again and the exact same thing happened. I reverted back twice to earlier versions and the issue is still occuring. I have absolutely no clue what else to do. I've tried everything I know to do. I'm on Windows 10 (updates are all current) on a Dell Inspiron 7706 2n1. The laptop has never, ever given me issues running Photoshop at all, so why now? Is there anything I can do to fix this so I can begin working on my project?
