I'm not sure if this is intentional, but it can certainly be a feature:
Is there anyway to stop Photoshop resizing the text layer icon?
See exhibit 1, background and text layer
And now when the image is rotated by 90 degrees (and changing the aspect ratio) it shrinks:
Naturally, I've wasted a lot of my mind and time figuring this out.
Is there any way to stop it happening?

Could it be something to do with your panel options (layers panel)
the layer bounds option is where you got to look at
Mine is unticked and text icon always stays the same, whatever size the text is...

Makes no difference if Layer Bounds or Entire Document are chosen.

Sorry, I missed the bit in your screenshot where it shows you rotated your document (I thought you rotated the layer)
This is definitely by design.
I don't think you can stop it happening.

@Ghoul Fool I can't replicate the issue with Photoshop version 24.2 on Windows 11, I tested with rotating the canvas and rotating layer, the type thumbnail stays the same size, maybe try manually resetting your Photoshop preferences

What size image did you use (width, height) ? And also I'm using an antique version of 19.1.6

Older versions of Photoshop are no longer supported by Adobe, if resetting the preferences doesn't fix the issue, you may need to consider updating to the latest version via the Creative Cloud app

Same thing happens in both photoshop 6.0.1 circa 2001and photoshop 2023 (ps ver 24.2)
so there is nothing wrong with your version.

I didn't think there was anything wrong with my version.
And now that I think about it, I have seen it happen in previous versions.
Whist it is sensible and logical to show a preview of the layers in the layers preview (which change as you rotate the document) it makes no sense to change the "T" in a square to a smaller "T" - though linked by the same code no doubt.

It's probably one of those idiosyncracies that only someone at Adobe might answer, and even more possibly someone from the developping team. So if one of them is passing by, all we can do is wave at them very hard 😉
