Tool Options not showing

I'm having trouble with my Tool Options not showing in Photoshop Elements 2021. All I get is the "Show Open Files" option, when I'd like to get all the options for the relevant tool. I did read about going to the drop down menu at the right of the Tool Options box but I don't get any options that appear to work (bottom screengrab). All help is greatly appreciated.

If you click on the Photo Bin icon and click back on the Tool Options does that make any difference?
