Tool Options not showing

I'm having trouble with my Tool Options not showing in Photoshop Elements 2021. All I get is the "Show Open Files" option, when I'd like to get all the options for the relevant tool. I did read about going to the drop down menu at the right of the Tool Options box but I don't get any options that appear to work (bottom screengrab). All help is greatly appreciated.
