This problem is maddening I have spent WAY TOO much time trying to solve it.
I do a lot of web graphics and I have a lot of Crop Tool presets I use. I have a new Mac with a clean install of Photoshop 2020. I have tried everything to get the Crop Tool presets to save and they will not.
Everytime I I load my Crop Tool presets and close Photoshop they dissappear and revert to the defaults next time I load Photoshop.
What I've done so far:
- removed and reinstalled photoshop
- ensured "/Users/USER NAME/Library/Application Support/Adobe/Adobe Photoshop 2020/Presets/" is read and writeable to everyone
- read numerous articles ... including the previous posts on this forum regarding the problem. Tried those solutions and they are not working.
What must I do to get my Crop Tool presets to save. This is maddening! I should not have to spend hours reseaching this. I have the Full Adobe Creaitve Suite Edition and have had it for years. This is unacceptable.

This does not fix the problem and I don't even see this specific problem -- not saving tool presents -- on the list of "fixed" things.
Before upgrading to Big Sur, I got on an Adobe tech chat and discussed this problem. I was assuredly told that this issue is 100% resolved.
Not resolved. In fact, nothing has changed. I even downloaded a full trial of the latest PSE (I am using PSE2020) and it did not have the fixes, either. Really disappointing. Fitting for 2020 though, I suppose.
