Toolbar expands/shows hidden tools with a single click instead of waiting for the user to click+hold

Title says it all. When a tool group is selected, it immediately displays the group pop-out instead of only selecting the current, top-level tool. Unless this is an awful new feature, the normal behavior is for it to select the current, top-level tool, and to only display the group when the user clicks and holds on the icon for a second. 

 

I have uninstalled, reinstalled, reset preferences, manually deleted preference files, repaired permissions on my Mac, and none of it has helped. I've attached a video showing this insane behavior.

 

System info:

MacBook Pro 2018 13"

MacOS Catalina 10.15.2

Photoshop 21.0.2

Click and hold will also do this, so the question is: "Does Mac OS have a setting that dictates how long before a click is considered a hold?"

What JJMack said is the same for Mac OSX. Actually, I was about to ask the same thing. Are you sure that you're not accidently Ctr+Clicking/Right+Clicking on the icons?

On Windows a Right Mouse click will do that. I do not know how Mac OSX works these days. The last Mac I used ran OS9 and  only had a single button on its round mouse. It was the worst designed mouse I ever had to use. You never knew which way the cursor would move till you touched the mouse and moved it.  It hard to show mouse click in a movie without sound aor audio comentary.
