Transform tool not working - says "could not complete your request because of a program error"

Photoshop version: 24.1

PC: AMD Ryzen Threadripper 3960X 24-Core 

GPU: RTX 2080 Ti

          RTX 3080 Ti

Issue started about two days ago, after most recent update. 

Getting error code everytime I select transform too that says "Could not complete your request because of a program error."

Whether I used the ctrl t or if I go into Edit > Transform, I get the same error code.

So I am unable to use any of the transform tools such as scale, rotate, scew, etc. 

I reset prefrences through photoshop and manually and the issue goes away for the moment but reappears again a bit later.  

If anyone has any ideas, please help.
