Type Tool Disables Animated Zoom & GPU Enhancements

Platform and OS Version: Windows 10 Pro 64-bit; Build 19043.1889
Summary:
Using the Type Tool results in a full-screen white flash, followed by the disabling of all GPU enhancements, i.e. animated zoom, scrub zooming, anti-aliasing on vector smart objects, vertical synching, etc. This problem will persist until Photoshop is restarted and will resurface once the Type Tool is used again.
Steps to Reproduce:
- Open Photoshop Version 23.5.
- Create a new Photoshop document or load any pre-existing document.
- Once the document is open, notice that scrub zooming and animated zoom functions work properly, as well as any other GPU enhancements.
- Use the Type Tool to place text; notice the subsequent white flash.
- Attempt to use scrub zooming or other animated zoom functions.
Expected Result: Using the Type Tool does not negatively impact functionality in any way.
Actual Result: Using the Type Tool disables animated zoom functionality and other GPU enhancements.
Reinstalling, resetting preferences, etc. does not solve the issue. This was also tested on NVIDIA GPU drivers 516.59 and 516.94 with the same results.
The only solution so far is to roll back to Photoshop Version 23.4.2.
