VIA CUT LAYER doesnt work

Hello, I don't know why via cut layer is not working.I also tried to deselect that area with magic tool pressing ALT and it appeared the warning "No pixels are more 50% selected.The selection edges willl not be visible.Please help me.

Can you show a screenshot that includes your entire workspace, including the Layers panel? The most likely reason is that you need to select the correct layer.
