Wacom / Windows ink problems after latest update [september 2020]

After latest update my Wacoms preasure stopped working but I got it fixed by following this thread.

Problem is that now the Color Picker and Scrubby zoom have annoying behavior.
I have to move the cursor when I "click" with the pen. If I don't move the pen, then the annoying Windows Ink circle appears and Photoshop commands are not registered.

Try updating to version 21.2.3 and using the PSUSerConfig file again and disabling Windows Ink, just tested and all is working fine for me again
