Try in Photoshop preferences under the File Handling tab, change Recent File List Contains 0 files.

Your video shows how to clear the files that were recently opened. The OP is asking about the recently used presets and templates in File > New, which your video does not address or solve.

down recent,
all these custom items want to remove. why can not delete this. why so difficult? who develop this software tell him to adjust as soon as possible addind deleting function.

Deleting Preferences should clear out the list. It will get recreated, though, when you begin started new Photoshop Documents.
"Recent" is the default, but you can select presets from the other tabs.

Looks correct. Not files. RECENT sizes. Templates are on other tabs (Saved, Photo etc.)

You could always go to Preferences > General> Use legacy new document interface
Otherwise...
The file your are looking for is: Default New Doc Sizes.json
It is a plain text file, the "JavaScript Object Notation" contents can be edited at your own risk.
Mac (inside the application bundle):
