Was this a recent update within the past week or a new install?
Try signing out and back in.
If that does not resolve you can try resetting your PS preferences (go to Preferences/General click the reset on restart button).

If its effecting all documents (new and existing) then I would unistall and reinstall. Something may have gone wrong when updating/installing.

The popups appear on their own.
When I am in the middle of photoshopping something, I'll get a pop up. I will click on the X to get rid of it and sometimes photoshop will lag until the pop up is gone. It is really annoying.
I've uninstalled photoshop and reinstalled and the problem comes back.
The thing is that my presets ARE synched up. There is no reason for these error popups to exist!
This screen shot shows the beginning of the popups. I dont have to open or start a new document. They show up by themselves. Sometimes I will have multiples stacked on top of each other. It makes the program lag until they are gone. 😞

I found this in EDIT > PREFERENCES > GENERAL. If I uncheck "Preset Synching" will it solve the problem?
I dont want to uncheck it right now incase it causes something else to go wrong.

If you have your presets saved I would uncheck - it could be a sign of a bad internet connection that cannot connect to the cloud to sync.
