Why is my shape tool and text tool pixelated?

Hi all,

I have an issue that I cannot seem to find a resolution to within the forum. I don't know when it started happening but anytime I create a shape, or text, it pixelates when adjusting.

You can see in the video that it looks fine until I slightly move the object then looks like 8-bit NFTS..LOL.

Resolution is 300ppi, and I also tried 72ppi. No matter what I do it's always the same outcome. I can't create anything outside a standard square.

I've never had this issue before in any version of photoshop.
