Workspace/Panels reset any time last photo is closed or PS is restarted

New to CC 20.0.0--whenever I close out the last photo I'm working on and shift focus away from PS, all of my panels will have reset to their default sizes/placements when I go back to PS.  Splash screen also appears each time (I have it set to not show up in Preferences).  Photoshop is still running, just not in the foreground.  This happens 100% of the time.  It also happens if I quit and restart PS.

Running Mac OS 10.14

Hi there,

Sorry to hear that Photoshop resets itself automatically, could you please try resetting the preferences of Photoshop and let us know if it helps?

Hi Sahil,

No luck.  Resetting the preferences does not fix the issue.

That's definitely what should not be happening, could you please try creating a new user account, then test Photoshop on that account and let us know if it helps? macOS Sierra: Set up users, guests, and groups on your Mac

Have a look at User Permissions on this help page. I'm thinking that if the settings saved location is read only, that would have this affect.  Note I am a Windows user, so think in Windows terms.
