The generative fill tool bar should go away when using patch tool, it gets in the way and is truely annoying, to the point of being almost unusable. I need to use the patch tool thanks, not the generative fill.

Just disable it. Click the three dots and "hide". There's nothing there you need, everything is available as normal commands. It's just for convenience.
