Halftone dots are too big for small images

I realise that this is probably not something that many people would be interested in, but I often need to convert relatively small images to black & white halftone, using the Pixelate/Color Halftone filter, but the minimum dot size setting (4), is too big causing too much loss of detail. Having to enlarge the image using trial and error guess work before applying the filter is a painful experience.

 

Please see the attached image, where the dot pattern is too course, thereby removing too much detail.

 

It would be great if Photoshop would allow for smaller dot sizes than the current 4 setting in the filter.

This isn't the only way, however, there will be limitations with any method. What px dimensions are the images? Is this for screen/device display or print? Can you provide a sample of the original continental image before filtering?
