Hi, a very common troubleshooting step that is often recommended in the forum is the recreation of preferences.
It helps reset Photoshop to the default state, and quite often fixes problems, would it be done by a problem during the saving of said preferences, or a setting that was improperly changed.
But, sometimes, this step does not cure issues, and users who customized extensively Photoshop doing this step (if they do not follow the manual method described in helpx) will have to recreate their preferences.
Akin to the new beta feature in After Effects, it might be useful to get a Safe boot mode, that would allow one start with the default preferences, but keep the user preferences.
The next boot could offer to retreive the saved preferences, or to reset them.
