I believe there has been a change in the way Adobe validates serial numbers. Try downloading and installing the free Creative Cloud desktop application from this link and then try to install Elements 15 again. (There is no need to subscribe to any Adobe products.)
I'm not certain if this will work for you, but it is worth a try. Please report back if it does work.
