My solution to Photoshop Elements 2022 Installation Problem on new Windows 11 System
tl;dr: I needed the Microsoft Visual C++ 2013 Redistributables installed, not just the 2015-2022 version.
Thought I'd post this after struggling for hours to get Photoshop Elements 2022 installed on my new Windows 11 Dell XPS 8960. I had been using PE 2022 on a Win 10 system, and had never had a problem installing it. After setting up the new Win 11 system (local account only), and installing Norton 360 and a few other apps, I downloaded the PE 2022 installer and ran it. This resulted in failure with a "183" error code. I followed the link to Adobe's website, where there was some generic information stating that this is a "fairly generic error", with a few suggestions, none of which were specific to Photoshop Elements (most were from creative cloud apps). After looking around online, and looking at the install log file, I tried the following over several hours:
1. Pause Norton 360 while attempting install.
2. Delete the C:\adobeTemp folder before each new attempt at installation.
3. Because of error messages noting that MSVCR120.dll and MSVCP120.dll could not be found, installed MS Visual C++ Redistributables latest version (2015-2022). Turns out I had that anyway, so this didn't really help.
4. Reset Windows 11 (deleting all personal files and apps), then start with fresh account using Microsoft login. Attempted installing PE 2022 before installing any other apps (including Norton 360). Kept getting messages about the missing dll's.
5. Uninstalled and reinstalled the MS Visual C++ Redistributables (2015-2022, latest version, x86 and x64). Still getting the error messages about the dll's.
6. Finally: Installed the MS Visual C++ 2013 Redistributables. This finally allowed Photoshop Elements 2022 to install.
