Photoshop Elements 2019 licensing

With previous versions, we could install and run PSE on 2 different machines.  The FAQ for PSE 2019 seems to suggest you can only run it on one machine.

Is this correct?  Will I have to buy 2 copies of 2019 to run it on 2 machines ?

    Here is the actual license language:

          2.1.3 Portable or Home Computer Use. Subject to the restrictions set forth in Section 2.1.4, the primary user of the Computer      on which the Software is installed under Section 2.1 (“Primary User”) may install a second copy of the Software for his or her      exclusive use on either a portable Computer or a Computer located at his or her home, provided that the Software on the      portable or home Computer is not used at the same time as the Software on the primary Computer.

    As I read it, you can install on two computers but can only use the software on one computer at a time.  What language in the FAQ suggests otherwise?

    The FAQ says:

    "You can only instal Photoshop Elements on one computer at a time, with a maximum of two installs while you own the software. In other words, if your computer crashes or you switch to using a different computer, you can reinstall the software one time without having to contact Adobe Customer Support."

    The first phrase says only one computer at a time, but I can see how this might also imply you can physically have it on 2 computers.

    So you don't think anything has changed ?

    Hmmmm . . .  this is really strange.  The license agreement that I have in my Elements 2019 installation appears to be dated October,  2012.  I looked at my Elements 2018 license agreement and it is dated April 2015. 

    However, there is a possibility that my licenses are intended to be for non-retail copies of the program.  (I am a pre-release tester.)  Perhaps somebody who has a retail copy of the program can let us know what language is in the official version.  Or maybe somebody from Adobe can come along with an official position.

    The installation still requires that you be "signed in" to your Adobe account in order to open the program, and it also allows you to "sign out".  Previously, this has allowed installation of the program on multiple machines with the ability to sign in and out of each machine.  This also allows Adobe to control the use of one machine at a time.  I have not seen that this policy has changed, but the FAQ certainly suggests that it has.
