Photoshop Elements 9.0 tiny menu

Hi!
I have a license for Photoshop Elements 9.0 and have just installed it on my Microsoft Surface 3 Pro with Windows 10 Pro.
The menu and buttons are too small and difficult to read.
How can I fix it?
