I expected to see a file named My Catalog somewhere on my computer. But I don't see a file by that name. How can I move the catalog to a new computer if I can't see the file? Also I backed up My Catalog to a flash drive and i see many individual files not a file named my catalog. I assume each individual file represents the data for one photo, right?

The catalog consists of many files in a folder with the catalog name. So you should be looking for a folder named My Catalog.
If you have backed up your catalog, the best way to transfer it to a new computer is to restore the backup on your new computer. Simply moving the catalog folder will likely end up with all of your photos marked as missing unless you copy them to the exact same folder location and hierarchy as the original.

Also, the main help file:
https://helpx.adobe.com/elements-organizer/using/creating-editing-catalogs.html
'My Catalog' is the default name of the catalog folder. Renaming the catalog means renaming the folder. It's recommended to rename the catalog including info such as the PSE version, the Creation date and the purpose if you have several catalogs.
To find catalog folders, do a Windows search for files named 'catalog.pseXXdb', XX is the version number, 20 for PSE2022 for instance.
The location of the catalog (default or custom) is to be found from the organizer help menu: System Info.
