Error Message "Cannot open 3d file because openGL is disabled"

I am not sure what is goign on here. I opened an obj file earlier today with no issue, closed it out now I cant open any 3d file because it tells me openGL is disabled, except for it's not. any clue how to fix this? Graphics card driver is up to date as well as PS and openGL is enabled in the Nvidia contol panel for photoshop
