Layer won't move to front of another layer

I'm creating a design that has a lot of individual flowers in the background and a black circle over them. I want like two of the flowers to be over top of the circle and was having literally no problem doing this before I updated to Photoshop 2019; I'd just move the flower layer over top of the circle layer and it would be no problem. For some reason, that is not working? My flower layer is above my circle layer but is still showing up behind the circle and I'm not too sure if that's something to do with the update or if I'm just missing something. Any help would be greatly appreciated!

How many layers?

Have you tried turning off layers one at a time from the top of the stack, to isolate the problem layer?

Have you tried viewing flower layer you are moving to the top of the stack with all other layers turned off? i.e. is the circle already present in that layer?

Are  you  using any Smart Objects or Groups that might contain hidden content?

The bottom line is that it is highly unlikely to be related to the update, so you need to check out the layer structure.

I tried your suggestions of turning the layers off one at a time and still, it's not working. It's definitely something with this project in particular because I'm not having any problems moving layers on top of one another in anything else I'm making. I am using a group; all of the background flowers are individual .png images so I have them all together in a group. Essentially I want the flower that touches the word "Be" to be over top of the black circle; my flower layer is over top the circle but for some reason, it's not showing up that way. I'll attach an image. Thank you very much for your help; I really appreciate it!

Can you upload the PSD file to Dropbox or similar and post a link here so we can take a look at it on our computers?
