Spammy Dimension "Try it now" window in PS won't shut up

This advertisement for Adobe Dimension keeps popping up randomly when I'm using transform tools in Photoshop. It most often pops up when using the Perspective Transform, and despite selecting all of the options on the popup, it persists. "Try it now" sends me to an advertisement to buy more Adobe software, "Close" only gets rid of it for the moment, as does "Later". I don't want to keep getting this message, it's spamming me relentlessly sending me to a page that tries to up-sell me on an extra $20/mo, taking up valuable screen real estate. I paid for my license fair and square, I should be able to tell PS not to bother me with unsolicited advertisements anymore. I don't need this feature, it's not relevant to my work at all, so how the heck do I make it stop spamming me?

I have never see that.  I did see annoying rich tool tips which can be turned off in you preferences.  I see no option though to turn off Adobe advertisement.   One guess as to whay I may not get that is because in The Creative Cloud Desktop Preferences I disable Library Sync

Cool, I disabled that in Creative Cloud and will wait to see if it happens again. I usually get the popup anywhere from once a week to multiple times a minute, so we'll see.

I did also update it to the most recent version, just to put that on the record.

Hmm, aside from that, I guess it may be an anomaly in my case, I'm guessing there's some file that keeps tabs on which things to enable/disable (like about:config in firefox) that is stuck to True for displaying that advertisement. I do also already have the rich tips turned off, one of the first things I tried (I thought this was one of those tip notices at first, until I saw the price tag on that webpage rather than a tutorial lmao )

Open Photoshop, go to preferences,Tools, and uncheck the option for "Show tooltps"

The misconception preventing self-help here is that the tip of a tool would be thought of as the pointer, but this is not the case; a tooltip in Photoshop is a popup that gives advice (the other definition of "tip"). This may be confusing to non-native speakers, but I doubt Adobe cares.
