Issues with audio Adobe elements 2021

I'm having issues with the audio where I need to remove a chunk because it sounds like it's "skipping a beat".

 

the audio is in sync with the video after I used HandBrake, but it looks like it caused this issue.

 

any help is greatly appreciated!

I did encode it again and the issue is still there.

 

I didn't have the issue prior to encoding, only when I either imported the file to elements or ran it through handbrake.

 

What're your thoughts?

I don't know enough about the source of the video, your project and what you are trying to accomplish.  

 

If it is background music, my first thought would be to isolate the audio track and cut the blank spot out.

Load the original file (which is a ???) in Audacity and have a look at the waveform.
