Slow Video After Rendering

I had put together some footage on Premiere Elements with no effects. Literally just one clip after another. The footage was running absolutely no problem whatsoever. I clicked render and after it had finished rendering the video was running a lot slower than the sound and is now massively out of sync. I started a new project and it did it again. It only happens after the footage has been rendered. However I decided to export it to see what would happen and once it was exported it runs perfectly fine. If anyone could help me  out that would be awesome as it's very difficult to edit with the video and sound not running together.

Check the audio hardware in the Preferences and set input to NONE.

What is the source of your video and video specifications?  What are your project settings?
