Help me to solve this problem, after reset I can use Premiere, but after close and open I see the same problem... It startet after update.

Chech the video please. I can't do something with captions, and export, and same problem with searches bars, an effects bar. I actually reset all, I can google how to do right way, i try many ways to reset settings, it works before I close the programm
