Audio and video or images don't sync in the timeline in Premiere Pro on PC

I am using a PC. Is there a known issue on PC and Premiere Pro?
The problem doesn't seem to be the same on Mac.

The timeline jumps and stop, the audio doesn't start right away, it's not in sync between the Program sequence at the top and the sequence at the bottom where the timeline is.

I did a bunch of update to make sure it wasn't my computer the problem but I cannot find anything.

To be clear the timeline doesn't follow the speed or the flow of the audio and video. It goes forward a little, then stops then jump to where it should be, then stops again...

Anyone had the same problem?

I am adding a video capture of the time where you can see the timeline doesn't flow correctly

video clip to show the problem

I'm not having any such issues on my desktop or laptop ... so ... to give us a chance to troubleshoot it for you, how about giving the useful details?

OS/CPU/RAM/GPU, the media involved exactly ... framerate/size in what codec, created by what ... and any effects you might be using. At a minimum.

Everyone's mileage always varies ...
