I cant use Premiere Pro 2025

Every time I open Premiere, the cursor starts blinking (while the hourglass next to it does the same thing), and because of that, I can't open anything in the app. And when I try to move a Premiere window, it leaves behind frozen images of it. I don't know what to do.

    And I've already removed programs from the PC's automatic startup so that the app doesn't weigh down, I've restarted the PC, I've uninstalled and installed the app, and nothing works.
