Trimming a video smaller than one frame

You cannot do that. Video is X frames per second, and therre is no way to have only part of a frame ... in any video app. 

Audio is "continuous" ... so you can go into the sequence set to audio time units, and cut audio down to the millisecond. But not video.

If your frame-rate is 24fps, you have 24 frames per second ... period.
