Weird Datamosh + Scanlines on Premiere old project

I was re-opening my showreel project that i haven't touched since 2020 and enven if the whole project successfully opened i ended up with some very strange and curious problems 

 

 

 

I'm using premiere 2024 on windows 11 and the project is on an external hard drive

    Most likely a gpu driver issue.
