1. you can install the latest and 1 version prior versions using the cc desktop app. you must have a subscription because previous versions are not available with trials. other versions are revealed after clicking file preferences>apps>tick show older apps (at panel bottom).
2. no other versions are available
Hey Kazu-Hara,
A Windows FAQ suggests that some apps might be uninstalled during the update (https://adobe.ly/42nXwlj). If you need to have that version of Premiere Pro available, please look into creating a system image in case it gets removed during the update.

If you have Microsoft do an 'in place' upgrade (Win11 installed over Win10) not a fresh install on a new or wiped hard drive you SHOULD not notice any difference, since Microsoft takes care to maintain backward compatibility
That is not an absolute guarantee that any specific old program will keep working, but when I did an in place upgrade a year or so ago I had zero problems with any of my existing programs
ADDED
NOTE I have 4 very old IGT Slot games installed (32bit x86 mode on 64bit OS)
I did not have to select a compatibility mode or run as Admin... Win11 just accepted them
So in my experience Microsoft has done a very good job with backwards compatibility
