I exported a video at 1080p YouTube that ended up being1.3gb. It’s a bit larger than I’d like so I reexported at 720p YouTube. The 720p file is exactly the same size. This doesn’t seem to make sense. Any suggestions for how I can get the file size down? Ideally, I’d like it at 1080. Thanks.

File size is determined by bitrate times duration.
A 10 minute 1080p file exported at 12Mbps will result in the same file size as a 10 minute 720p file exported at 12Mbps.
To decrease file size, decrease the bitrate, understanding that lower bitrates will introduce noticeable artifacts.

I always figured that resoluruin factored into file size like it would with photos in photoshop.

No ... it's bitrates per second. A file of 1080 or 4k at 10 mbits/second will be the same size on disc. The 4k will have less detail per frame than the 1080.
Same with 720 and 1280 ... the 720 will have more details per frame, simply because the frame size is smaller.

If you used the built in presets for Youtube 1080 and Youtube 720 its impossible for the file size to be the same unless you altered the bitrate. Out the box the defaults will almost halve the size between 1080 and 720
