Adobe Premiere Pro 15.0 timeline cursor lag and ghosting

PC Specs:

CPU: AMD Ryzen 7 3750H with Radeon Vega Mobile Gfx 2.30 GHz

GPU: NVIDIA GeForce GTA 1660 Ti running NVIDIA Studio Driver Ver. 471.41

16 GB RAM

Windows 10 Home Edition Version 21H1

 

Solutions I have tried and have not worked:

Reinstalling premiere

Clearing Media Cache

Removing third-party plugins

Holding Shift+Alt while booting to reset plugins

Disabled NVIDIA GPU

Ran an older version of premiere (13.1)

 

There are no compatibility issues when running the system compatibility report and I'm allocating all but 3GB of RAM to Premiere.

 

The issue:

Whenever running premiere (even with a brand new project with nothing in it), I see constant ghosting of the cursor like in the image attached. This is also accompanied by overall lag when working on anything.

 

The only thing that has worked so far is running it under a virtual machine where it only had access to the CPU and 8GB of RAM (i did not test if more RAM created the problem).

 

Help would be much appreciated

Best advice here, get 32gb of ram.

I had almost the same specs a year ago and if I didn't have 64gb in the computer premiere will go crazy like yours is doing rn. 

A lot of people say 16gb is enough but no it's not when working with adobe Apps is your job.
