Adobe Premiere Pro 2022 GPU Encoding Does Not Work

Hello! Subject says it all. I tried exporting in both Premiere Pro and Media Encoder. GPU Usage does not change no matter what settings I use. I am on the latest drivers from NVIDIA. I've been at this for hours tweaking different export settings. The Project itself has a fair amount of graphical effects, however the entire project is only 2 minutes in length. Screenshot shows GPU Usage in Task Manager (Have checked in other places like HWINFO and is indentical) and Media Encoder attempting to export the project.

PLEASE Help.
