All effects disabled

Suddenly I can't add any effects to any timeline on any of my projects. When I try and click and drag on any effect I get the little white hand with a cross through it.  I have rebooted several times, still no dice. Everything was fine yesterday, so I don't know what I've done to disable the effects panel but I feel sure it's some setting that I've accidentally changed - any suggestions?

If your tracks are not locked (Tracks locked ), then try resetting the preferences:

You need to drag the effect all the way to the timeline to get rid of the no-no-icon.

Or highlight the clip and double click on the effect in the Effects panel.
