i've purhased an audio mp3 and when I import it or drag into the project panel there song shows up in the project menu but when I click on it or drag it into the timeline the song shows no waveforms and does not play any sound. the clip is the length of the song track, but it silent. I have deleted my media cache, moved my media chache location, double checked that audio waveforms are automatically generating, confirmed I have the correct audio output (all other audio works), and have reset my premiere preferences. Can somebody help me? Thank you.

I would convert that audio into a wav file using Media Encoder or any other converter and see if it will work within PPro... Sometimes converting problematic clips or audio files is much easier than trying to make them work inside Premiere.

I agree with Ali Jaber , but you can try Sequence > Render audio first.
