Audio track1 is mono but track2 is normal; why?

hi;

there is a stereo clip and I dragged it to time line. when it's in track 1 only one channel is working but when I drag it to track 2 both channel working. I checked audio balance of track 1  , that was ok.

How can I fix this problem?

    Go to the menu Sequence > Add Tracks

    and add a Standard Audio Track and once that is done move the clip there.

    Is it now Stereo? If so use that track and delete the mono track.

    Does Audio Track 1 have a small speaker symbol next to it?

    Is the audio stereo or dual mono?

    You can try going to the original clip in the Project Window > Right Click > Modfy... > Audio Channels > Preset > Mono > 2 channels.

    That may help the situation.

    thanks of your attentions;

    this is my track situation Pics:

    red and cyan colors all are one clip audio. when I drag it to track 1 it turn to 1 channel ( in spite of that its waves shows two channel) but when I drag it to track 2 it back to stereo. I don't know what is wrong here.
