Auto-captions not working?

I'm having an issue creating captions for a video for social media.

My normal process is to auto-transcribe the sequence, and then create captions based off of that.
However whenever I generate captions, it creates a empty subtitle track with no data.

This is the first time this has happened to me, and has not changed despite system and program restarts.

Any ideas?
