basic 3d and transform cuda issues

basic 3d when using cuda:
swivel or rotate on a 4K+ video and the edges disappear (facepalm)

Transform on a 4K+ video - change the shutter angle and the layer becomes entirely in the wrong place.  Like it has swapped its central coordinates for an edge. Trying to fix it by changing the anchor point doesn't work because any movement (the reason why you chose a new shutter angle!) is blurred from the wrong point.

I'm only writing this bug report whilst premier renders a sequence that I've applied these effects to rendering out via software.  It feels like 2010 all over again. 😕

Unfortunately not!  
But wait! I figured out the transform workaround. Another entry in the great premiere workaround encyclopedia: Nest the layer so that it is the same size as the sequence.  Even if its a few pix difference, transform doesn't like it.  This can be a massive pain in the bum of course if you're in a 1080 sequence and trying to do a zoom out from a 4k shot (which is where most of my workflow is).

can confirm th is bug still exists in v25.  I am trying to apply simple basic 3d swivel to an image.  Premiere keeps cutting it off.
