Blur screen capture when downsizing from 1920 x 1080 to lower resolution

Hi! I'm doing a project in which I used Camtasia for screen capture in 1920 x 1080. My problem is that when I export the video to 720 or lower resolution, my screen capture gets fuzzy and blurry. Is there something I can do to fix that?

Turn off Maximum Render Quality.  It doesn't do what you think it does.
