If you have clips that are say shot in HLG, an HDR format, by an iPhone, or some log-encoded clips that Premiere "reads" as HLG, this would happen.
If so, the fix is to to to those clips in the project panel bin, selecting one or more ... right-click/Modify/Interpret Footage, and go to the new color management settings at the bottom of the dialog.
Use the Override option set to Rec.709, and that should fix this.

Daniel.

1) Is that an included LUT or one you have added? If the latter, where do you put them on disc?
2) What are your settings for display management in Premiere, and your monitor settings for CM?

Start a new post, with the full details of what OS, what specific version of Premiere, preferences for Display Color Management, Project/Production for auto-log detection (if a newer 23.x version), sequence color management, and whether auto-tonemapping is 'on' (again if in newer 23.x).
Plus details on the media ... what created it, what color space it is in coming in to Premiere, what color managmement you've tried in Premiere, and what export presets you've used.
With screengrabs.
