Can someone help me find my effects tab? (Screenshot)

I want to apply an ultrakey effect but I don't see an effects tab that should be next to "media browser" in the bottom left.  I tried resetting my workspace and it doesn't show up.  Does someone know how to get my effects list to show up?  Thank you.
